当地时间2018年10月6日，罗马尼亚布加勒斯特，罗马尼亚举行为期两天的全民修宪，决定是否将宪法中婚姻的定义从“配偶结合”改为“一男一女结合”。
西方人士认为，罗马尼亚针对婚姻定义举行修宪公投，凸显出东欧和西欧对同性恋的观念差异和分歧。
依据该国宪法规定，倘若登记选民投票支持率超过30%，公投则获得通过。罗马尼亚同性恋社团组织认为，该项公投将使同性恋盾形于二等公民。倘若公投获得通过，从此将关闭了罗马尼亚同性婚姻合法化的大门。
反观西欧国家，2001年，荷兰成为了全世界首个允许同性举行世俗婚礼的国家。随后，比利时、英国(北爱尔兰除外)、丹麦、芬兰、法国、德国、冰岛、爱尔兰、卢森堡、马尔他、挪威、葡萄牙、西班牙和瑞典等15个国家，相继承认了同性恋民事结合。随后一些国家逐步已将同性婚姻合法化。
在西欧国家中，意大利、瑞士、捷克、希腊、匈牙利、罗埃西亚、赛普勒斯等国，目前允许同性恋民事结合，尚未将同性婚姻合法化。斯洛维文亚也是允许同性恋民事结合的国家。2015年，该国就同性婚姻合法举行公投，遭到了大部分公民的反对。
在东欧国家中，2018年6月，捷克政府支持同性婚姻立法草案，使捷克有望成为欧盟第一个同性婚姻合法化的东欧国家。目前，在东欧的大多数国家中，还禁止同性恋进行民事结合，更不允许同婚。保加利亚、拉托维亚、立陶宛、波兰、罗马尼亚和斯洛伐克等国，同性恋则完全禁止组成家庭。
西欧国家在解禁同性恋行为、同性恋进行民事结合的同时，奥地利、比利时、英国、丹麦、法国、德国、马尔他、荷兰、西班牙和瑞典等国，目前已获准同性恋婚姻和民事结合的同性伴侣，拥有领养孩子的权利。而芬兰、斯洛文尼亚等东欧国家，只允许同性收养伴侣的亲生子女。
